Dahlberg and Moss describe it as democratic practices, in which parents and staff try to make meaning of these practices, acknowledging that there are always multiple perspectives to look at educational practices. This asks for a reflexive, researching attitude from the staff, since pedagogical practices do not have a meaning by themselves – an essence – but meaning is made or created through the perspectives of the people involved. This may very well be at the core of what building a curriculum – based on equity and diversity – may mean, when we acknowledge that respect for diversity is not about tolerating what is deviant from the norms, but about problematizing the norms that create deviance.

In order to obtain a position as an early childhood education teacher, some sort of post-secondary education is typically required, although specific requirements vary across the 50 states. As of 2013, only 30 of the 53 state-funded pre-kindergarten educational programs require that their teachers have a bachelor degree, while 45 of the programs require that their teachers have some form of specialized training in early childhood education. One significant effect of ECE that has been demonstrated is its capacity to close the educational achievement gap between low and high-income students. Historically, there has been a significant gap in educational performance between children of low socioeconomic status and those of high socioeconomic status. Studies have shown, however, that participation in ECE can increase high school graduation rates, improve performance on standardized tests, and reduce the number of students who have to repeat a grade or be placed in a special education program.

The Early Childhood Administration Certificate provides the credential that early childhood administrators need to support early learning programs that provide rich learning environments for our youngest citizens to learn and grow. Based on national standards, this certificate meets the criteria identified by the Indiana Association for the Education of Young Children necessary to administer, manage and effectively lead Early Childhood programs. Students enrolling in the program or taking classes for their own professional development should have access to early childhood settings and preschool-aged children for at least three hours per week. Observations of children and their environments is a requirement of the ECE program. Preschool education, which is part of primary education, is provided in public or private kindergarten . The second year is compulsory for young children who have completed their fifth year of age by 31st December of the year of enrolment.
